To touch someone who wants to be touched is romantic. But to touch someone who only likes you as a friend or not at all could get you a visit with HR or the police!
Some people play hard to get and if you don’t take that chance you never know what may have been.
On the other hand, if you cross the boundary with the wrong person it could be worse than awkward.
